This is probably for a paper tape, perhaps the type that needs moistened to apply. On the side of the tin, there is a slit for dispensing the tape and probably to tear it as well. Around the outside, there is a ruler in cm and inches to allow you to measure what you are tearing off. Great item to refill and use in your display. It is in OK condition, there is a lot of rust on one side and
