This one was not created for a specific year so it can not be dated that way

The paper wrapping and combs themselves all seem to be in good condition

The bottom and backside do have heavy rust pitting, but no through holes. The steel is quite thick. It has a push button latch and a webbing handle. There are some wood bits inside and there are several holes where other wood bits would have been mounted. This probably held something like a welding tank regulator or something along these lines.
